Solar farm Electric design

Hello we have a rural 40 acre parcel of land, seeking a certified electric engineer who can help us map the layout of the solar farm 1.3Mw and the equipment needed for storage and a tie in grid system high tech so we can proceed with permits from the city. Deadlines approaching for grants funding and we need help. Please see and improvise and let us know your price. A certified stamp from electrical engineer is helpful and preferred, but not necessary.
