3MW Utility Scale Solar Project Design

I'm seeking a comprehensive design service for a 3MW desert ground mount solar project, including PE stamping in California, revisions, addressing comments, and restamping.
The ideal candidate will have expertise in:
- Electrical Design: System layout design, wiring and conduit plans, equipment selection and specification, single line diagrams.
- Civil Engineering: Site grading and leveling, stormwater management, access roads and pathways, structural calculations.
- Familiar with local county, utility, state, and federal requirements.
