Simple alarm circuit using voltage difference

I am looking for a freelancer to design alarm circuits
The first project I am offering is a simple alarm circuit that can detect voltage difference and light a LED. The purpose of the circuit is to trigger an alarm when there is a difference in voltage. I have been unable to get the feeder circuit to activate a LED possibly because of low amperage The Circuit will feed into a spectrum analyzer and I can track frequency and voltage changes, but it will not pass though filters etc.
Specific requirements:
- The voltage range that triggers the alarm should be adjustable.
- The circuit design should be basic, with minimal components.
- Voltage alarm should trigger a LED
-The feed voltage is around 1V
The feed amps is around 0.8ma
The feed to the alarm is low and around 0.8mv
Skills and experience:
- Experience in circuit design and electronics.
- Knowledge of voltage sensors and alarm systems.
- Ability to create a basic circuit design with minimal components.
- There will be multiple projects and for later projects I may need.
1/ Ability to design a simple TDA2030A amp and add the alarm circuit
2/ Make another circuit that will be wireless and send a signal
3/ Interface and make an app for android/apple. This will process frequency peaks
