Siemens S7-1500 PLC series CIR feature

For a Siemens PLC model S7-1518HF-4PN CPU with safety & redundancy, we need CIR (Configuration In Runtime) feature for TIA portal v17. This will enable addition/deletion/editing of 1500 series I/O modules at PLC's runtime without stopping the PLC CPUs. Pre-configuring I/O modules in CPU is NOT an option. If you can help, please provide your response with best price and delivery of the solution. We shall need full source codes and a user manual/instructions also. A fixed price will be desired, but hourly will consider only with a guaranteed solution. The budget provided is just a place holder so please ignore it.
