Proposal to develop a raw land

I am bidding to develop a huge raw land inside the sea 100%. The size of this land is 8 million sqm. The development will include all the utilities services like, sewage networks , water networks, electrical networks, telephone networks, and road networks. Also will include the filling works from inside the sea.
My price is 150$ per sqm ( lump sum) and the total project duration is 4 years.
