Offline Gift Points Payment

I need a software and hardware to accept offline gift points payment. All payments will be done with a magnetic strip membership card. On the magnetic strip will have only a second track with the information of 16 digits= after the = will be the 4 digits of the expiration date like the financials card but in a shorter version. All together will be 21 digits on the second track including =. The hardware has to be CPU controlling the screen and receipt printer. Must work with rechargeable batteries. The CPU has to control the transactions the same way like a normal purchase. The steps showing in the display is as follows:
1. Detect Card
2. Asking if Gift points amount is correct
3. Confirming of 2
4. Select gift point accounts (will be 2 types of accounts)
5. Enter Password
6. Sending request...
7. After 4-5 seconds receiving...
8. Approve
9. Print the receipt on receipt printer
What has to be on the receipt:
1. Logo of our office
2. Name of our company
3. Address
4. Telephone Number
5. Tax number of the company
Day/month/year Time: H: M: S
APPR Code: 00000X
6. Description and price of the purchased items
Name of membership card
Last 4 numbers before = of the membership card
7. Subtotal of the purchased items
8. Tax
9. Total balance to pay
10. Approved
11. Type of membership card
12. AID:Number
13. TVR: Number

15. Customer Copy
Any transaction has to print 2 receipts. 1 for Clerk and 1 for Customer.
The Program once connected to machine, I have to be able to change all info of the rows and set up time, date, month and year. After the project is awarded, we will give more information.
