Need some one to develop a communication system (VLC communication) simulation

Hi, Please bid on the project to tell the name of the software which you will be using to create a simulation of the VLC communication. VLC communication has two parts, circuit based and the channel for transmission, so i am looking for someone to create simulation in one software.
