Need Electrical/mechatronics engineer for pitch control mechanism for wind turbine using Matlab

I am in need of an experienced electrical/mechatronics engineer to develop a pitch control mechanism for a specific wind turbine model using Matlab. The desired outcome is to increase energy efficiency. I am looking for someone who has expertise in the following areas:
