NTSC/PAL Video Encoder/Decoder Expert

Looking for someone with NTSC/PAL video encoding/decoding to help us with selecting the components for our projects. We are planning to use an FPGA for encoding/decoding, but would need help selecting appropriate ADC/DAC and possibly Video Filters or other things we may be forgetting. This should be a very simple job for somebody with the proper knowledge and experience. You would act as consultant and answer a few questions we may have. This will lead to a much bigger job for the full conception and development of the final product, but for now we would like to scope the project and make sure it's doable.
