Low cost screen display frame

I am trying to develop a low energy consuming photo display item. It has be able to download digital image via USB. I am looking for someone who knows how design the engineering aspect of the product. For example, if I want to upload a photo of my family from my JPEG file from my smartphone it has to able to do that.
