Low-Cost Wire Fence Alert System

I am seeking a freelancer to design a low-budget wire fence alert system for a fence length of approximately 1000 m - 1500 m. The system should be powered by a direct electricity hookup and should be designed with minimal components (excluding the fence wire).

Key Requirements:
- The system should trigger a relay for a 12 volts buzzer when the wire is touched or cut.
- Power consumption needs to be very low.
- The alert system should accommodate a 3/4 parallel wire fence setup.
- I am open to suggestions for the detection method.
- The system should provide the same alert indication for both touching and cutting the wire.
