Looking for someone to write software/program a bluetooth pen for dxf files

I will need someone very intelligent on the engineering side of things as well. I need to have a bluetooth pen designed and programmed with a sphere tip. Somehow I would like it to track the movements of the sphere and projecting them to an app. The app would save this drawing the pen created as a vector file or better known as a dxf file.
