Logisim State Transition Table Fix

I urgently need assistance with my Logisim project. The state transition table is not functioning as it should. When Y = 0 and the clock completes a full cycle, the circuit produces an output Z = 1 incorrectly. I need this issue resolved within the next hour.

- Ensure the circuit does not change the output Z when Y = 0 and the clock cycles
