360 ° 635nm Laser Receiver

I am searching for a talented freelancer to design and create a 360° 635nm laser receiver with a range of 15- 20 meters and an accuracy of ±1mm that is suitable for both indoor and outdoor use. Specifically, the desired parameters are outlined below:
- Range: 15- 20 meters
- Accuracy: ±1mm
- Operating environment: Indoor & Outdoor
- The Receiver must receive 635nm wave laser even on outside with sunlight (using of
bandpass filter)
- It must work 360 °
- 24V input
- Cylindrical form
- In a range of 50 mm, it must receive the laser
- If it is receiving on the first 25mm, it must send a 24V signal (top)
- If it is receiving on the second 25 mm, it must send a 24V signal (bottom)
- If it is receiving on the middle of the 50mm range, it must send a 24V signal (middle)
- On the ends of the cylindrical form there must be led strips
- If it is receiving nothing, both led strips must blink red
- If its receiving top, the top led must stay red
- If its receiving bottom, the bottom led must stay red
- If its receiving middle, both led strips must stay green

- We are using this laser: Huepar 603CR 3 x 360
