Inspect a newly constructed office trailer and seal electrical permit application

We had a con-ex box built into a trailer with lights, baseboard heat and window unit AC. The town, Linden won't issue permit to spot the trailer without a raised seal on the application. The electrician, from PA where the office was built, has a license but, I'm told PA does not issue or use raised seals.
