Hydroponic micro dose pump and oxygenator in one unit

We need somebody to design and build a easily replicable multi function device with the following features for mini hydroponic system. It needs to contain: Ph level reader, oxygenation pump, and nutrient micro dosing pump that can be programmed through arruino and mini panel to modify settings - i.e doseage/flow rate. Looking for somebody who can integrate these three functions into one system that we can than replicate
