House electrical

I would like to redesign my home electrical connections and junction box. Currently our electrical bill is extremely high at about Rs 7000 to Rs 8000. This when compared with our friends house using same number of appliances and having same usage is high. My parents have been getting advise from multiple electrician who all gave their own theory and advise and none of it is consistent. I would like the house electrical redesigned and cleaned up with the help of an electrical engineer.
