Hall Sensor Direction Detection Circuit.

I currently have a circuit that has manual 'switches' in it.
Currently there is a piece of plastic that spins around on a shaft, hit hits two manual contact switches depending on which way it is spinning.
This is not a good design as each time it hits the switch it 'slows' it down from spinning.
So we want to redesign this system as basic as possible using HALL SENSOR so it detects the spinning, which way it is spinning and then triggers opto isolator output when it is spinning clock wise or anti clock wise.
Please refer to diagrams hopefully they show some further info of what I am trying to achieve.
