GPS-Enabled Microchip for Clothing

I'm looking for a skilled individual to develop a (nano) microchip that can be embedded in clothing. The primary function of this microchip is GPS tracking. This is not intended to be a complicated chip in terms of operations but should be able to consistently track location with medium accuracy - within several meters. The chip must be compatible with a mobile app. Dimensions of 10x10x5.8mm and weighing just 2.5 grams or smaller if possible.
