Expert in LIME SDR for RF Head Design for GPS

I am looking for an expert with experience in LIME SDR to create an RF head for GPS that will replace the MAX2769C MAXIM solution. The new design should allow the reception frequency to be adjustable, primarily within the 2.4 GHz ISM radio band.

Key Requirements:
- The RF head should provide a sample in baseband at 2.048MSps with I&Q 16-bit/sample, preferably in a 1-millisecond frame structure.
- Deliverables must include either the operating software in source code or detailed operating instructions along with guidance on how to operate the SDR.

Ideal Skills and Experience:
- Proven expertise with LIME SDR.
- Experience in creating solutions for GPS and ISM radio bands.
- Strong understanding of baseband signal processing.
