Electronic power DC design - Convert 12-24VDC to 12VDC - Autosense

I am seeking a skilled professional to design a simple electronic power circuit for an industrial/security application.
Application
Electronic security and access control systems typically use 12 or 24VDC power supplies. We design security peripherals but most of our designs require 12VDC.
Requirement
We are seeking a circuit design that, from a single input, can automatically sense the incoming voltage and provide a 12VDC output.
This circuit will be used at the front end of several different designs.
Manual switching to achieve the outcome is not desirable.
Power Input
- A single power input ranging from 12-28VDC (typically 13.8 or 27.6VDC) via a single terminal pair. Typically the power input will be from a switch mode power supply with minimal noise.
Power Output
- The circuit must "auto sense" the input voltage and convert.
The load typically requires 13.8VDC however this can vary from the minimum input voltage to 15VDC. (11-15VDC) . The load will be no more than 200mA and resistive in nature.
Efficiency:
- Efficiency shall be weighted above cost when considering a design.
OPTIONAL - Circuit protection
- Provide a suggested MOV or similar protection design for the input. The input power will be separately fused at the source. The fuse does not need to form part of this circuit design.
Environmental.
- The circuit shall be part of a PCB design for indoor use. The temperature range guide is -5 to 50 degrees Celsius.
Circuit design
The provided circuit should feature readily available components and component values. We plan to build the circuit into our other PCB-based designs.
Provide a circuit diagram. Ideally, the circuit will have been tested in a simulation program and/or real-world build.
Provide advice on any limitations of the final circuit.
Ideal Skills and Experience:
- Strong background and experience in electronic power DC design.
- Knowledge of industrial applications and requirements.
- Ability to optimize power output within the specified efficiency range.
