Electronic Batch records

I am looking for a freelancer to design and develop an Electronic Batch Records (EBR) system for my major project . This system needs to meet all regulatory requirements and have a small volume of data. I have specific requirements for the system's interface, so the freelancer must be able to comply with those in order for the project to be successful. Additionally, this project requires an understanding of quality control and assurance. The individual should have experience in excel designing and developing complex IT software systems, as well as knowledgeable about industry requirements and standards. The successful candidate will need to create the system, document all steps and test it properly before implementation.
