Electrical Engineer for Permit to Use Gas Heaters On 8 lane Outdoor Pool

We are trying to obtain a permit for a much smaller job than the city of raleigh permit office thinks it is. We are installing (2) Hayward 500 gas heaters to heat up an 8 lane outdoor pool. Our permit application was denied on the electrical side and it sounds like a general electrician cannot answer these questions and we need an electrical engineer. I have attached a screenshot of the notes from the permit office. If you can address these issues and can do so ASAP, then you are hired.
