Detailed Monitor and Control Logbook Creation

Please include the following in your Monitor and Control Logbook:
Note1: This project needs to be completed with Microsoft Excel. Work breaks down structure (WBS) has been created, and additional sheets for the missing parts are created in blank.
1. WBS Dictionary (Multiple sheets) (Already Completed)
2. Scope controls (how will you know during the project if you are achieving the scope or if the scope is changing?)
3. Cost controls (with the metrics that we identified).
4. Schedule controls (with the metrics that we identified, and possibly others such as % complete, on time deliver, etc.).
5. Periodic meeting agenda.
6. Periodic meeting schedule (dates, time, place, and expected attendance for the meetings).
7. Action item list.
8. Project scope, schedule, cost change control form.
9. Risk log or FMEA (must have a few risks identified already!)
10. Others?
Note: In the logbook, you include details of the parameters, controls, etc. that you will be monitoring. Also include data if available. Some of you may be well into your projects and have data to include while others will not have much monitor and control data because the projects have not yet started the execution phase

I need an expert in electrical engineering and project management,
Skills: Expert in Microsoft Excel, know statistics, know how to calculate standard deviation.
Expert in Microsoft project. I have the Microsoft project already created and it can be used as reference if needed. But I think that with WBS it is enough to get all the information for the listed items I am looking for.
