Design of MPPT optimizer and Inverter for Solar Panels

We would like to design an MPPT optimizer for solar panels which will use the Perturb & observe method to find the max power point. The optimizers need to communicate with the main inverter through PLC to send power output data as well. The design has to be small and economical because we will use these optimizers with each individual solar panel. We will also need to design an inverter that will take the DC voltage from these optimizers and convert them to 230V AC for grid connection. We will connect approximately 10 solar panels in series and then connect them to the main inverter. To be able to connect the inverter to the grid, the inverter has to monitor the actual grid voltage. If the grid voltage drops to zero, the inverter should stop supplying power to the grid, which is called anti islanding. The inverter also has to monitor the frequency of the grid power and if the frequency drops 15% or more, the inverter should stop supplying power as well.
We need someone with experience in designing power supplies and inverters. Must be able to create Gerber files.
