Custom brushless dc motor electronic speed controller board design and procurement

I need an engineer to help design and procure a custom brushless DC motor electronic speed controller board. Board will be used to control approximate 500KV hobby type brushless DC motor. Board will need to run on 12-14v DC power and speed input to the board will be 0-14v DC, need to output 0-100% motor speed.
