Clamp earth resistance meter design and developement

I am looking for a skilled individual or team to design and develop a clamp earth resistance meter. This project requires expertise in electrical engineering and measurement accuracy.
Requirements:
- The earth resistance measurement must have a required accuracy of ±1%.
- The preferred method for the meter to measure earth resistance is through the inductive method.
- The maximum earth resistance value to be measured should fall within the range of 0-10 Ohms.
Ideal Skills and Experience:
- Strong background in electrical engineering and circuit design.
- Experience in developing clamp earth resistance meters or similar instruments.
- Proficiency in programming and firmware development for data acquisition and analysis.
- Knowledge of inductive measurement methods and techniques.
- Familiarity with designing instruments with high measurement accuracy.
