Build a subvocalization based smart phone

My startup is looking to compete in the cell phone market utilizing subvocalization so a user can "think" commands that they transmit to a smart phone.
I'm a PhD dropout entrepreuner looking for a partner who is willing to take equity for a long term endevor (or a flat rate to design the markety prototype to spec for manufacter).
I know how the device can be engineered, but I have never engineered a hardware device myself. I'm looking for a skilled electrical engineer as a partner.
