Build a long range 13.56 MHz RFID reader writer

We are a security company looking for someone to build a long range 13.56 MHZ RFID reader/writer. The writer must be designed to read NFC security cards: ISO 14443A. The reading distance needs to be in the range of 360 MM or more away from the card to be read. This to be achieved by an external powered loop antenna of your design.
