Build me four units of 7-segment display device for displaying 8-bits binary number as 3 digits

Hello:
I am an individual and not a company. I am working with a digital circuit which includes counters and registers and I need to make a presentation of my circuit. For this reason, I need to display the outputs of four 8 bits latch / register as decimal numbers. While I am busy with other aspects of the voluntary task I chose to do, I don’t have the time to go through construction of four units of such device. Therefore, I’d like to get help from an experienced freelancer for building the four units of the device.
The device should feature appropriate connectors to take an 8-bits binary number provided by an 8-bits latch in order to display the 8-bits binary number as 3-digit decimal numbers. The device must include a compact enclosure for protecting it and for screwing it on a display board.
As you know, one compact way to accomplish this is by using an EEPROM and, if needed, I can provide help about how to construct the circuit of the device in order to accelerate the process. The construction and soldering must be professionally done at reasonable cost. The 7-segment display units must have quality brightness without flickering and the device should feature necessary on/off switches for setting it to display either unsigned numbers (0 to 255) or signed numbers (-128 to +128).
I’d like to offer this job as a contract rather than hourly salary to an interested candidate for performing the described task professionally. References are appreciated. Please let we know about your level of experience and your expectations.
