Build a Wireless passive 12S BMS

We are looking to put together a 12S LTO BMS.
The BMS will need to fit an existing form factor.
The following features are required:
Equalization discharge current: 25mA
Wireless communications: NRF24L01+ or similar
Coulomb counting: up to 20A
The battery modules will be stacked into a HVDC pack. A control module will centralize all communications and orchestrate cell balancing, etc.
LTO chemistry is tolerant to 0V discharge. The BMS module must work with voltages 1-5V/cell. It must handle overdischarge gracefully and start back up when cell voltage > 1V.
