Audio speed control -- 2

I'm working on a project and I need to have full control of audio play speed with a rotary encoder or something similar that rotates so for example if I'm rotating the encoder fast with my hand the music will play fast, if I'm rotating it slow the music will play slow and if i stop rotating the music will stop
