E-learning expert for higher education

We are looking for an e-learning expert to support us in a client project in higher education that requires a needs analysis and recommendations. The person should have technical knowledge (incl. LMS) and experience in curriculum development with a strong focus on blended learning. Experience in sub-Saharan Africa would be an advantage.
