Need strategy and implementation document for community education programs

I am a small education consulting firm based out of New Jersey in USA. my main target clients are high school, businesses and government like the mayors of cities.

My main service is to help them develop and implement programs and initiative focused on community education (for youth and adults) in their local areas, but mainly low income cities and communities.

i have done research and have found examples of programs and initiatives implemented by both government entities and businesses from different parts of the country and put them on a document. I have attached two documents that lists all of these programs/initiatives.

I need someone to create a short and simple guideline or process steps to implement each program on the document into a local town or for a local business. Something simple that i can show a client and give them an idea on how i can help develop any of the programs on that list and implement them for them.
