Sci-Fi Novel Developmental Editing and Rewriting

I'm seeking an editor to developmentally edit and rewrite weaker parts of my sci-fi novel.
Key Requirements:
- Strong portfolio of past editing, particularly in the sci-fi genre.
- Exceptional world-building, character development and writing skills.
- Understanding of the specifications required so the author voice/ tone doesn't change (some paragraphs were written with the help of AI).

Tori soon finds herself caught between the Council’s secretive rule and the city’s looming destruction. Her estranged brother, Theo, an assistant to Councillor Gar, knows more than he’s letting on. Together with their former friend Kyran—once a loyal enforcer, now a rebel—they uncover a terrifying truth: Spheros’s power core is failing, and with it, the entire city is on the brink of collapse.
As the Council scrambles to maintain control, they keep the city’s ruthless security head, Tian, hunting Tori and her allies down. While the city crumbles, Tori, Theo, and Kyran must race against time to escape.
