Manuscript edit with scientific background

I have a manuscript, it need to be revised/prepared/edited fully - to send - for a journal.
The editorial board send me this :
I have three suggestions: 1) The readability of the manuscript needs to be further improved. 2) As a perspective article, the manuscript can be reorganized to provide a clearer direction of future thinking. 3) The section of cryoprotectant can be deleted, and the relevant information can be incorporated into earlier sections for comparative discussion (isochoric approach vs isobaric approach using cryoprotectant formulation) .

SO - according this - the manuscript need to be a little revised and prepared to be send.
Total lenght - around 5000 words.
I need persons only with good english skills / engineering background / academic background / editing skills
