Editor with experience writing document for a reporter to do a story

We have a story that we want to pitch to a number of reporters. We have a rough draft of the facts and background of the story. Need someone who has experience with investigative journalism and what a reporter would need to further investigate and verify our story. Will also need a short version to show to reporters in addition to the longer one we have drafted. The story is about a legal proceeding but is intended for general audiences.

This could turn into a longer project as we intend to turn this story into a book so will need a ghostwriter once this is completed.
