BLOG EDITOR WANTED

i have a blog script installed on my new website, which is currently empty, there is no content. I have content ready as word files etc. I need a intelligent person (ie he can think for himself or herself) who can SKILLFULLY set up the blog in a logical and sensible manner, understanding the needs of visitors, so as to make it attractive and meaningful to visitors so that they will want to come back, and they will want to share the site with others. No bids from India Pakistan region. Sorry, this needs m independent thinking and self-driven logic and the drive to make something great, as opposed to 'least minimum effort'. Budget $60
