regarding payment setup in my ecommerce website

im launching an e-commerce website, my requirement is that customers to pay at least "delivery charges" for "cod" option, before placing an order.
normally customers will pay delivery charges with product charges when they receive items.
as i have faced problems, especially with "cod" many times, i decide for this option.
