paypal expert - send order tracking to customers

We've got an opencart store where payment is processed through paypal (either paypal accounts or credit card transactions - but both via paypal). Shipping labels are purchased and generated within paypal. Tracking numbers and customer's emails appear in the transaction screen for each order but our customers aren't getting emails sent to them from paypal with any tracking details.

We need someone proficient in paypal to set this up.
