payment modification on my website

My website similar to Airbnb
payment system is to have the feature which holds the payment on the website until both parties are agreed to withdraw/hold the amount until the customer release the payment to host and then it split between me and host, and from my side I can release to host any time , similar to Freelancer.com and Airbnb and Alibaba
Note: around 90% of it already done / my website on wordpress / payment only after job done / payment by paypal
