I need a romance ebook writer

I am new to this so let me start by saying thank you for considering working with me. I have several book ideas floating around in my head but haven’t been able to put them on paper to my own satisfaction. I recently found out about this option and want to try it out, hence the budget. I want a college-age male/female bully book where the bully/hero was the popular quirky girl next door with issues. Her mother was dying of cancer during her senior year, but no one knew except the boy down the street who reminds her of better days. I want the protagonist to be the nerdy boy down the street who found himself in college with his bully who fell from her pedestal. After they find each other on campus they keep running into each other by chance. She is unable to look at him because she knows how horrible she was and is ashamed. He has grown but tries to keep her accountable for her actions during high school. Though he hesitated to do so, the protagonist saves the bully one night. She has grown and apologizes for the past over a coffee the next day. She explains why she behaved the way she did. The protagonist doesn't trust her at first but over the school year and through home visits they become a couple. The genre is romance/young adult and no more than 20,000-40,000 words
