ebay business stealth account

I've been trying to create a stealth eBay business account for the past five days because my old account was restricted, but I couldn't do it. I want someone to guide me through the process and explain how it's done. We can discuss what I attempted, why it didn't work, and find a way to open the account as quickly as possible.
