D365 expense claim

I am looking for a D365 expense program almost identical to that on the website: https://docs.microsoft.com/en-us/dynamics365/project-operations/expense/expense-reports-reimagined
We currently use certify and have a D365 account that could replicate the role of Certify.
We have in-house D365 programmers but they are dedicated to a database buildout and would like to know if we can create a program that can be appended to our current software.
The software should include all major currencies, link to live exhange rates from a reliable source, have multiple departments, including Sales, service, marketing, finance, project management, engineering etc. It should be easy to add or remove items to the fields.
