drupal website with 2 forms and 1 eSIGN portal api connection

I would like a drupal website that has 2 forms for users to complete
one will be a form to allow the user to add/edit/delete some basic contact details ...
contact id
company name
address 1
address 2
county/town
city
postcode
contact name
contact number
contact email
the second form will be the actual input form for the esign content
1st the user selects a Contact ID and the system displays the data, then the user will input data into a table with dropdowns, the main columns will be like this
Dept Type Description Vat % Amount
the dept is a drop down choice
the type is a drop down choice
the description is a single line user text input
the vat is a dropdown choice
the amount is a user input value between 0.00 and 999999.99
the system will need a unique serial number to be issues per document that will be the invoice number.
the invoice number smust run consecutively and be generated on when the user clicks send.
at that point a pdf will be generated as per attached template, and sent using a REST API call.
the person who undertakes this project should be familiar with:
Drupal , JIRA , BitBucket , PDF generation , REST API
Hellosign, docusign, pandadoc or similar industry standard esign platform supplier
the code should always be written nealtly and well laid out to good standards and well documented with comments.
