PayPal integration on Drupal 9 Issue

I have a Drupal 9 site running Drupal Commerce using PayPal. The workflow is working right up until the end where it is asking to complete the order.
When the button to complete the order is clicked, the user is not taken anywhere (ie: PayPal to complete payment). Instead, they are taken to a new page saying the checkout for the order is complete.
I need the button to complete the checkout to go to PayPal so the money for the order can be collected.
This is a Drupal 9 site using Drupal Commerce and the PayPal for commerce module. The PayPal gateway is for PayPal - Express. Please let me know if this is something you are able to fix. Thank you.
