Drupal 8 to current Drupal 9

I have a Drupal 8 website hosted on Pantheon.io and I want same design for now but I have later improvements that I am interested in making.
I want to Update all Core, Contributed, and Custom modules from Drupal 8 to current Drupal 9 status. This will bring all of the outdated code up to speed. It will need to be done in a stair step approach since many of the modules rely on external libraries that also need to be updated.
- Update authorship, role, and permissions structure.
- Convert to 'Group' structure. In order to properly partition multiple users from any single Religious Body and thereby constrain the User's Role-based Permissions to within their assigned group only the Yearbook will need to adopt a group structure. This will require adjusting both the User Interface [UI] and the data structure.
