Drupal 7 to 9 Recover & Upgrade

I'm looking for an experienced Drupal developer to recover and upgrade my existing Drupal 7 website to Drupal 9.3.8. Deployment is not required.

What I Will Provide:
- The full Drupal 7 site folder (including sites/default/files, settings.php, etc.)
- The MySQL data folder (raw database files from /var/lib/mysql/..., no SQL dump)

What You Need to Do:
- Recover the original Drupal 7 site locally using the provided files and MySQL data.
- Export a clean SQL dump of the recovered site.
- Migrate the Drupal 7 site to Drupal 9.3.8, including:
- All content (nodes, taxonomy, etc.)
- Files and media
- Users and roles
- Menus and basic site structure
- Deliver a working Drupal 9.3.8 folder and database SQL dump that I can deploy to my hosting.

Ideal Skills and Experience:
- Strong expertise in Drupal 7 and 9
- Experience with theme migration
- Knowledge of user management systems in Drupal

Project needs to be completed within 1-3 days.
