Drupal Module Development

I need a Drupal module 9 to increate Google page speed score. There are some important points;

- Module shouldn't have any third part dependency
- It should add needed javascript and css code inline
- It should be configurable, we should disable & enable JS or CSS implementation
- The module should work with our all existing websites, I will share website addresses after started working
- We should be able to add exclude JS or CSS files
- We need a very detailed documentation
- It should be a new custom module, not hacking minifyhtml module
- Module also should work with Aggregate CSS and JS files
