Drupal 8 to Drupal 9 Migration

I have been looking to upgrade Drupal 8 website to Drupal 9, however have encountered issues with the Rules module which is needed to send notification emails following migration. Currently the website is maintained by Installatron and I like the idea of keeping automated installatron security updates (Composer is not currently utilised, and Ludwig module is currently installed).

The website can be found at https://www.kartbook.net.au and is currently running Drupal 8.9.18

I wish to end up on a standard drupal 9 platform with well supported modules so that automated updating continues to function with minimal issues.
